Duterte has also publicly announced his intention to expand Martial Law to the rest of the Philippines.Duterte publicly announced that his Martial Law will be "like Marcos'," evoking the memory of the dictatorship that killed at least 3,240 and saw up to 70,000 cases of illegal imprisonment, among other human rights' violations.Given the above, political analysts such as Ateneo Law Dean Tony La Viña have questioned the need to declare Martial Law for the entire island of Mindanao.Despite debate over if the local government remains in control of Marawi City, the recent violence has not expanded to other metropolitan areas in Mindanao, such as Cagayan De Oro or Zamboanga City.The Catholic Church has reported that the terrorists use civilians as human shields, threatening execution unless government troops pull out of Marawi.
